TELECOMMUNICATIONS AUTHORITY OF TRINIDAD AND TOBAGO
VACANCY
The Telecommunications Authority of Trinidad and Tobago (the Authority) is seeking to recruit a suitably qualified professional on contract (six (6) months in the first instance) to fill the position identified hereunder. The Authority is an independent regulatory body responsible for the liberalization and regulation of both the telecommunications and broadcasting sectors in Trinidad and Tobago.
CONTRACT OFFICER - LEGAL
DURATION: SIX (6) MONTHS SUMMARY OF POSITION
The incumbent will be required to provide support to the Legal and Regulatory Affairs Department in the following areas, as well as assist with other legal and regulatory matters as identified by the Corporate Secretary/ Legal Advisor :-
Updating and preparing the legislative framework required for implementation of the Authority’s mandate as described in the Telecommunications Act 2001.
Assisting in the day to day authorization and regulation of the telecommunications and broadcasting sectors.
Advising the Authority on general legal issues and matters.
QUALIFICATIONS AND EXPERIENCE
Degree in Law, Social Sciences or Management.
Training evidenced by the possession of a Legal Education Certificate or its equivalent from a recognized institution.
Admitted to practice as an Attorney at Law in Trinidad and Tobago, with three or more years experience.
Experience in corporate legal practice, and drafting of legal documents.
Experience in legislative drafting and knowledge of telecommunications and information technology law would be an asset.
KEY DUTIES AND RESPONSIBILITIES
Work within Legal and Regulatory Affairs in respect of the grant and monitoring of concessions to operators of public telecommunications networks and providers of public telecommunications and broadcasting services.
Provide support in relation to advising the Authority on legal issues.
Assist in the preparation and drafting of legal documents and legislative instruments.
Prepare review and vet agreements for the conduct of the Authority’s business.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the laws of Trinidad and Tobago as they relate to:
Companies and corporate entities.
Public law.
Contracts.
Telecommunications and information technology.
Excellent skills in:-
Legal drafting.
Legal analysis and advice.
Ability to:-
Communicate effectively, both orally and in writing.
Demonstrate willingness to work as part of a team and under well defined timelines.
Be dynamic and use strong interpersonal skills.
